The US Justice Department is to pursue civil fraud claims against Mario Gabelli, one of the highest-paid chief executives of a fund management group, claiming his company deceived the government over auctions of mobile phone licences.

The department claims Gabelli Asset Management was at the centre of a scheme to deceive the Federal Communications Commission in the auctions.
