Last week the chair of the Federal Deposit Insurance Corporation said he would resign. Then he went back to work.

After investigations revealed a toxic workplace at the federal banking regulator, FDIC chair Martin Gruenberg said he would step down when a successor is confirmed. But that could be a while.
