Was the Financial Services Authority confusing itself with the other FSA, the Food Standards Agency, when it last week fined City Index £35,000 over health warnings on sandwich bags?

The bags were advertising the firm's spread-betting service – or in FSA-speak, "communicated a specific non-real time financial promotion on a sandwich paper bag" – but the regulator admitted that no one complained either to it or City Index.
